We’re looking for a highly skilled Proposal Manager to join our growing team and help drive our success in securing new government contracts.
Position Overview:
The Proposal Manager for Government Software RFP will play a critical role in managing the end-to-end proposal development process in response to Requests for Proposals (RFPs) from government agencies. The ideal candidate will have strong technical writing and analytical skills, be highly organized, and have a proven ability to lead cross-functional teams to deliver high-quality, compelling proposals on time. This role is vital to expanding their presence in the local government sector, ensuring that all proposals are not only compliant but also strategically aligned with our business objectives.
Key Responsibilities:
Proposal Development Management: Lead the development and submission of RFP responses, ensuring that all deadlines are met, content is aligned with client requirements, and the final submission is of the highest quality.
Content Creation & Editing: Produce and edit clear, concise, and persuasive technical, executive, and cost proposal content, ensuring compliance with RFP guidelines and requirements.
Team Collaboration & Accountability: Collaborate with subject matter experts (SMEs) across departments (technical, sales, finance, etc.) to gather input, ensure proposal accuracy, and hold team members accountable to timelines.
Proposal Strategy & Analysis: Analyze RFP documents to develop proposal strategies that highlight unique value proposition, and address client pain points and objectives. Ensure that proposals are tailored to meet the specific needs of government agencies.
Compliance & Quality Control: Ensure that all RFP responses meet all submission requirements, including formatting, documentation, and compliance. Conduct final quality checks to ensure accuracy and completeness of proposals before submission.
Continuous Improvement: Track and document lessons learned from past proposals, implementing improvements and best practices to streamline future processes and increase win rates.
Post-Submission Follow-up: Coordinate with the sales and contract teams to handle post-submission clarifications, interviews, or presentations as needed.
Key Requirements:
Education & Experience:
• Bachelor’s degree in Business Administration, Communications, Engineering, or related field.
• 3+ years of experience in proposal management, specifically for government software or IT-related proposals (ERP experience a plus).
• Demonstrated experience in managing RFP responses for government contracts, including knowledge of public sector procurement processes.
Skills & Abilities:
• Strong technical writing skills with the ability to translate complex software solutions into clear, persuasive proposals.
• Exceptional organizational skills and attention to detail.
• ability to manage multiple proposals simultaneously while meeting deadlines.
• Strong analytical skills to assess RFPs, identify key requirements, and develop tailored responses.
• Proven ability to work cross-functionally with technical teams, sales, and senior leadership to gather information and ensure deadlines are met.
• Excellent project management skills, including the ability to coordinate resources, prioritize tasks, and drive results in a fast-paced, deadline-driven environment.
• Knowledge of government procurement processes, especially at the local government level in the US and Canada.
• Technical Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), proposal management software, and document collaboration tools (e.g., SharePoint, Google Drive).
• Soft Skills: Strong communication and interpersonal skills to effectively collaborate with internal teams and external clients. Ability to work under pressure and adapt to changing priorities. Self-motivated, proactive, and able to work independently with minimal supervision.
